Overview

Between May and September 2026, FSC supported 25 community initiatives in North Darfur with micro-grants worth USD 114,225.37 in total. All 25 grants were in the first micro-grant round. The initiatives worked in four localities: Kabkabiya (10 initiatives), El Fasher (7), Dar Al-Salam/Shangil Tobaya (6) and Kutum (2). Together they reached 43,280 people: 13,125 women, 12,360 girls, 8,440 men and 9,355 boys. Under Outcome 1 (HDP Nexus), 18 initiatives reached 41,355 people. Under Outcome 2 (Gender and Protection), 7 initiatives reached 1,925 people, most of them women and girls.

Most significant changes

Girls are back in school.

In Shangil Tobaya, after the classrooms at the Girls' Basic School in the Southern Neighbourhood were rehabilitated, more than 40 girls per class who had stopped attending now come to school regularly. Before the rehabilitation, they were afraid the roof would fall and rainwater came into the rooms. Parents formed a committee to look after the classrooms so they do not fall apart again. In Al-Kuma, where Al-Farouq Primary School was damaged by an air strike, two classrooms were rehabilitated and residents formed a committee that is now encouraging parents to send their children back to school.

Women and girls are safer when grinding grain and fetching water.

In Shagra (El Fasher), women, girls and young people used to walk to Tawila, Korma and Kafoot to grind food grain and were beaten and robbed on the way. Since the community food grain mill was installed, they grind their food grain at the same area and no longer make these trips. In Sereif, Al-Serif Emergency Room repaired a hand pump and the community set up a water management committee. The repaired hand pump serves 23,000 people (7,880 women, 7,570 girls, 3,000 men and 4,550 boys), who now get water close to home, so women and children walk shorter distances and face fewer attacks and disputes.

Communities set up their own structures to manage local affairs.

In Shagra, youth, women and the Native Administration formed the Shagra Community Council for Peaceful Coexistence. It represents 9 villages (1,127 households) with one member from each village. The Council manages the food grain mill, settles local disputes, coordinates voluntary returns and chose Um Hijaleej as one central point for receiving aid, which has made distributions more orderly and reduced tension between communities.

Women are leading change on harmful practices.

In Kabkabiya, the rehabilitated literacy classroom in Al-Mawashi became a safe place where women and girls from Al-Mawashi and Midan Al-Kheil now run their own awareness sessions against female genital mutilation (FGM) and child marriage. In Kutum, women who took part in a workshop on child marriage and FGM agreed to keep meeting every week in small groups to discuss these issues.

A rehabilitated classroom became a busy community centre.

Since August, the Multipurpose Community Centre in Al-Mawashi has hosted a kindergarten, first aid and home nursing courses, handicrafts, English classes and a Quranic school (Khalwa). Forty-two widows and mothers of orphans now make green fuel-efficient stoves there. This gives them some income, cuts the use of firewood and charcoal, and means fewer trips outside town to collect firewood, where women faced violence.

Basic needs were met for vulnerable families.

Food baskets reached displaced and host households in Kabkabiya, Shangil Tobaya, Kherban, Shagra and Jaldama. Mehrab Al-Sudan gave agricultural ploughs to 45 poor households, mostly female-headed. Qaderon supported 40 farming households with food, improved seeds and spraying pumps, set up two farmers' and herders' cooperatives and trained 150 people on mobile banking, e-commerce and small business. A three-day free medical camp in Sereif treated 1,380 people from displaced and host communities. Dignity kits helped women and girls meet their hygiene needs with dignity and, in Dar Al-Salam, helped girls stay in school.

Relations between groups improved.

Anti-hate speech sessions, community dialogues, sports matches and cultural events brought displaced people and host communities together. In Shangil Tobaya, Mama Africa's sports and cultural activities created safe spaces where IDPs and host community members met and talked. Participants in the mediation training showed a clear rise in their understanding of conflict resolution.

Who benefited

The main groups who benefited were displaced families, host communities, returnees, women and girls (including widows and female-headed households), youth, schoolchildren, farmers and pastoralists, community leaders and the 25 local initiatives themselves. Women and girls made up 25,485 of the 43,280 people reached (59%). The 156 initiative members (90 women and 66 men) also gained skills in proposal writing, reporting, financial management and outcome harvesting.

Who was left out

Because funds were limited, some poor households outside the target areas, and some families inside the target villages, could not be included (for example in Kharibaan villages). In Naba Al-Ataa's food distribution, local residents were not included. In Korma, Waki Ajmal faced pressure from groups who were not selected. Communities outside the project's operational areas were not reached, and several initiatives that applied could not be funded because of the limited number of grants, although some of them joined the information and training sessions.

Negative and unintended changes

Al-Nahda Initiative for Development lost SDG 4 million when unknown persons withdrew the money from the Bankak account of the member in charge. Members covered the loss from their own pockets and paid workers and traders, and reported the case to the Bank of Khartoum. The incident created mistrust and complaints among members and weakened team spirit, although the initiative is still working. On the positive side, the trust built through the Shagra food grain mill led the Shagra Community Council to recommend FSC to other organisations, and FSC later signed an agreement with UNICEF/WASH cluster to deliver hygiene kits to Shagra and Khartoum Jadeed.

Progress in partners and/or Saferworld direct activities implementation

During the reporting period, the Future Stars Center for Development and Capacity Building (FSC), with funding and technical support from Saferworld, carried out the following activities under the project "Strengthening Opportunities for Sudanese Youth and Women to Contribute to Peace and Security through a Humanitarian–Development–Peace (HDP) Nexus in North Darfur".

Introduction of the project and selection of initiatives

FSC held three online consultative sessions in North Darfur to introduce the project, its objectives, how it works and how groups could take part, and to identify eligible community initiatives. FSC then carried out field assessments, due diligence checks and organisational capacity assessments to see which initiatives were ready and able to manage a small grant.

Capacity strengthening of initiatives

FSC ran a capacity-building workshop for the initiatives that passed the assessment. It covered the grant application process, eligibility and compliance rules, proposal writing, and technical and financial reporting. All 25 initiatives received training in proposal writing, report writing and financial management. Also received training on project management, protection protocols, gender mainstreaming, internal administrative procedures, risk assessment, code of conduct and staff protection. FSC also trained the initiatives on outcome harvesting and provided them with standard reporting templates.

Selection, contracting and disbursement

The initiatives submitted proposals, which an independent technical selection committee reviewed. FSC then checked supporting documents, signed grant agreements with 25 initiatives and paid the instalment. The total value of the grants to all 25 local initiatives is USD 114,225.37.

Follow-up and monitoring

Due to delay transferring the first tranche from SaferWorld, the initiatives carried out their activities between 1 July and 29 September 2026. FSC gave technical support, made field supervision visits and followed up regularly to make sure activities were done well, met project requirements and achieved the planned results. FSC also collected outcome harvesting stories from the initiatives.

Training of FSC staff by Saferworld

Saferworld trained the FSC team on security, protection, finance, conflict sensitivity, gender, the HDP Nexus and programme learning, including outcome harvesting. Saferworld also provided reporting formats, training materials and technical advice, and gave partners a chance to share experience. After these trainings, the FSC team reviewed and updated eight of its policies and manuals in September 2026 to bring them in line with international standards (see Outcome 3 below).

Coordination and networking

In July, August and September 2026, FSC joined coordination platforms and networks in North Darfur. It led the September PSEA awareness campaign in Tawila (Rwanda B camp) under the supervision of UNICEF and the Tawila PSEA Network, and took part in the protection and safety audit in Tawila supported by UNFPA.

North Darfur Civil Society Network (NDCSN)

As part of its advocacy work and its commitment to stronger civil society coordination, FSC established the North Darfur Civil Society Network (NDCSN). The network now brings together more than 60 youth and women's initiatives and organisations, both women-led and others. It works together to:

  1. Strengthen institutional capacities (legal, administrative, financial, technical, digital).
  2. Advocate with donors and partners and expand access to funding.
  3. Assess community needs and influence policies and programmes.
  4. Provide legal and humanitarian protection and promote a safe working environment.

Networks and platforms

Through the project, FSC also built or joined the following networks and platforms:

  • North Darfur Women's Movement Group, with more than 30 women's initiatives and organisations.
  • North Darfur Initiatives Coordination Group, with more than 35 community, youth and women's initiatives.
  • Letters of recommendation from the Tawila Area Based Coordination (OCHA) and the Food Security and Livelihoods Sector for the Darfur region, led by CRS.
  • Leadership of the September 2026 PSEA awareness campaign in Tawila (Rwanda B), supervised by UNICEF and the Tawila PSEA Network, and participation in the Tawila protection and safety audit supported by UNFPA.
  • At community level, the Shagra Community Council recommended FSC to other organisations, including UNICEF, as a trusted partner. Following this, FSC signed a cooperation agreement to deliver hygiene kits (soap, jerrycans, water jugs, water tanks and buckets) to Shagra and Khartoum Jadeed.
  • Inside FSC, the team used the Saferworld trainings to review and update eight policies and manuals in line with international standards: (1) PSEA, Child Protection, GBV and MHPSS policy; (2) personal and digital security policy; (3) data and information protection policy; (4) beneficiary consent form policy; (5) FSC's charter on the nine CHS commitments; (6) community awareness manual; (7) community protection and accountability manual; and (8) finance and administration manual.
Coordination

Coordination and Complementarity

Coordination with Saferworld

FSC worked closely with Saferworld through the whole project cycle. This covered technical guidance, selection of the micro-grant projects, monitoring and joint problem solving. When Al-Nahda Initiative lost SDG 4 million from a member's Bankak account, FSC reported the case to the Saferworld coordinator so a solution could be found together.

Coordination with local authorities and the Native Administration

FSC and the initiatives consulted local authorities and the Native Administration before and during implementation. Some examples:

  • Droup El-Kher held two coordination meetings with the Humanitarian Aid Commission (HAC) in Kutum to plan the work, agree on roles and decide how activities would be delivered.
  • Mama Africa coordinated with the local authorities in Shangil Tobaya, the Shartai and Omdas, and youth and women's committees to keep sports fields and training venues safe and to make it easier for IDPs to take part.
  • Hayat Kareema worked with the Humanitarian Affairs Department, the Locality Education Department, traditional leaders and organisations in the area to prepare accurate lists of the most vulnerable students and schools and to avoid giving the same help twice.
  • Al-Quasim Al-Mushtaraka's coordination officer kept in touch with community leaders, local authorities and education authorities to organise meetings, solve problems and win community acceptance.
  • Tanmiat Al-Mujtamat Al-Rifiya, Teliaa Darfur and Dar Al-Salam Women's Emergency Room involved community leaders and committees in planning and distribution, which helped avoid duplication, made distribution fair and reduced the risk of conflict or feelings of exclusion.
  • The Native Administration and community members also supported security arrangements during implementation.

Coordination with the humanitarian system

FSC took part in coordination and sector platforms to share information and align the project with the wider response. FSC received recommendation letters from the Tawila Area Based Coordination (OCHA) and the Food Security and Livelihoods Sector (led by CRS), led the PSEA campaign in Tawila with UNICEF and the Tawila PSEA Network, and joined the UNFPA-supported protection and safety audit. FSC also mapped organisations and community groups through an online form and set up WhatsApp groups to share information.

Synergies and results of coordination

The most concrete result came from Shagra. The food grain mill built strong trust between FSC and the community. The Shagra Community Council then recommended FSC to UNICEF, and FSC signed an agreement to deliver hygiene kits to Shagra and Khartoum Jadeed. In this way, a small grant opened the door to a new partnership and more support for the same community. The Council also named Um Hijaleej as a single hub for receiving aid, which helps all agencies working in the area. At community level, initiatives exchanged experience and worked together, which reduced overlap between interventions. Some initiatives (Khadan Afdal, Al-Serif Emergency Room, Mehrab Al-Sudan and Shabab Shaqra) reported that they coordinated only with local leaders and community groups, and not with international organisations or government bodies.

Accountability

Community Feedback and Complaint Mechanism

How communities were consulted

FSC and the initiatives involved community members at every stage, from choosing activities to selecting beneficiaries. Consultations started with local authorities and then included the Native Administration, community leaders, women, youth, civil society groups and residents of IDP camps and villages. In total, the initiatives consulted 1,599 people while designing and implementing their activities: 374 women, 591 girls, 319 men and 315 boys.

The initiatives used different methods:

  • Community meetings and field visits (Ayadi Montega, Mama Africa, Naba Al-Ataa, Khadan Afdal).
  • Household visits, interviews and questionnaires (Tanmiat Al-Mujtamat Al-Rifiya).
  • Listening sessions and focus group discussions with women, girls and camp committees (Al-Meraa Initiative).
  • Weekly sessions at community centres where people shared recommendations and complaints (Al-Nahda Initiative and Jaldama Village Association).
  • Short surveys and random interviews with school staff and beneficiaries after each stage of the work (Al-Quasim Al-Mushtaraka).
  • Direct feedback channels and community participation in beneficiary selection (Mehrab Al-Sudan in Kharibaan).

How feedback shaped the project

Community priorities decided what the grants were used for. Some examples:

  • In Sereif, community leaders, young men and women agreed together that repairing the water source was the top priority, so the grant was used to repair the hand pump.
  • In Shagra, traditional leaders and youth asked for a food grain mill and training to help returnees rebuild their livelihoods, and this became the Shagra Youth Initiative's project.
  • Al-Meraa Initiative added more training because women in the camp kept asking for it after the previous project, and used clear vulnerability criteria to select beneficiaries.
  • Qadirat Kabkabiya's consultations with women leaders, midwives, youth and emergency room members showed the need for a community protection network, FGM and child marriage awareness, better referral services and dignity kits for GBV survivors. The project was designed around these needs.
  • Waki Ajmal gave priority to women over 18, widows and persons with disabilities, based on consultations with women and girls.
  • The project team recorded, reviewed and analysed all feedback and complaints. Feedback showed the need for more participation of women, girls, persons with disabilities and youth, so the team widened their involvement. Some initiatives asked for more help with proposal writing, digital skills and PSEAH, and FSC responded with ongoing mentoring. In Al-Mawashi, community members asked for seats and floor mats for the community centre, a renovated youth club, a child-friendly space and a space for women's activities. These requests have been noted for future support.
  • FSC also told communities about the project objectives, selection criteria, the support available and how to give feedback or complain. In Tanmiat's area, beneficiaries became more willing to report complaints and protection concerns after the awareness sessions. This openness built trust and helped the team respond quickly to problems.
Gender

Gender Equality

Efforts to include women and girls

Women and girls were at the centre of the project. Of the 25 funded initiatives, 13 are chaired by women and 6 are women's groups. Out of 156 initiative members who carried out the work, 90 are women. Women and girls made up 25,485 of the 43,280 people reached (59%). Women and youth took part in consultations, training, awareness sessions and in running the initiatives.

Seven initiatives under Outcome 2 focused directly on women's and girls' protection. They covered GBV, PSEA, FGM, child marriage, reproductive health, human rights, psychosocial support and livelihoods, and distributed dignity kits. Qadirat Kabkabiya trained 25 members of the Community Women and Girls Protection Network and provided an office for the network. Al-Meraa Initiative trained 200 women and girls and gave dignity kits and psychosocial support to 100 of the most vulnerable.

Unexpected successes

  • Women and girls in Al-Mawashi and Midan Al-Kheil started running their own awareness sessions against FGM and child marriage.
  • 42 widows and mothers of orphans in Kabkabiya began making green fuel-efficient stoves to earn income.
  • In Kutum, women agreed to form groups that meet weekly to discuss child marriage and FGM.
  • In Shangil Tobaya and Al-Kuma, girls returned to rehabilitated classrooms. At the Girls' Basic School, more than 40 girls per class now attend regularly.
  • Mehrab Al-Sudan gave ploughs mainly to female-headed households and equipped a literacy classroom for women and girls.

Challenges

In some communities, cultural and social norms limited the participation of women and girls at first. Regular engagement with local authorities, the Native Administration, community leaders and families helped increase acceptance. Waki Ajmal reported high expectations from the community, pressure from those who were not selected, limited resources, and the need for strict confidentiality when discussing sensitive protection issues.

Future plans

FSC will continue to include gender equality in all activities by promoting inclusive participation, building women's leadership and economic empowerment, and making sure future work responds to the needs of women, girls, youth and other marginalised groups.

Inclusion

Disability Inclusion

The project tried to make sure persons with disabilities, women, girls, youth and other vulnerable groups could take part without discrimination, in a safe and respectful setting.

Examples

  • The Education Support Initiative's three-day free medical camp in Sereif served 1,380 women, men, children and persons with disabilities from displaced and host communities. The tracking sheet records 25 persons with disabilities reached directly through this initiative (5 women, 11 girls, 8 men and 1 boy).
  • Waki Ajmal Initiative gave priority to widows, persons with disabilities and the most vulnerable women when distributing dignity kits in Korma.
  • Persons with disabilities were included in awareness sessions, training and community activities, and their needs were considered when selecting people for food baskets and dignity kits.
  • The initiatives encouraged persons with disabilities to join community consultations and share their views.
  • FSC and the initiatives worked with local authorities, community leaders and the Native Administration to prevent discrimination and, where possible, made venues easier to reach. Awareness sessions on protection, GBV, human rights and PSEA also raised awareness of the rights of persons with disabilities.

Gaps and next steps

Only one initiative recorded persons with disabilities as a separate group in the tracking sheet. In future, FSC will involve persons with disabilities and their representatives in planning, address barriers to their participation, and encourage initiatives to record disability data and adopt more inclusive practices.

Challenges

Challenge and measure taken

Challenges

  • Late payment of the first instalment. This was one of the biggest challenges. It affected the timing and quality of activities, especially since the implementation period was only four months. Three initiatives (Wadi Al-Nile, Kabkabiya Women's Emergency Room and Dar Al-Salam Women's Emergency Room) carried out their activities only in late August and September.
  • Insecurity. The security situation in parts of North Darfur remained fragile, which limited access to some communities and the movement of field teams. In Al-Kuma, Al-Farouq Primary School had been hit by an air strike.
  • Access and logistics. Weak communication networks, limited humanitarian access, transport problems and rising costs slowed some activities.
  • Banking and money transfer. High transaction fees and limited banking services raised costs. Al-Nahda Initiative lost SDG 4 million when unknown persons withdrew money from the Bankak account of the member in charge. The case was reported to the Bank of Khartoum, but it has not been solved so far.
  • Weather. After the classrooms in Al-Kuma were repaired, strong winds in the rainy season blew off some of the zinc roofing sheets.
  • Capacity of initiatives. Some initiatives had limited institutional capacity, found administrative procedures complex and had limited access to up-to-date field data.
  • High needs and limited funds. Community expectations were high, and initiatives faced pressure from people who were not selected. The Al-Mawashi community centre still lacks seats and floor mats for the growing number of activities.

Measures taken

  • FSC strengthened coordination with local authorities, the Native Administration, community leaders and partners to make access to communities safer.
  • Field activities were planned flexibly and adjusted to the security situation.
  • FSC gave continuous technical support and mentoring to the initiatives on financial management, reporting and monitoring.
  • Al-Nahda members covered the lost SDG 4 million from their own money contribution so that workers and traders were paid. FSC reported the case to the Saferworld coordinator and is working to find a solution.
  • In Al-Kuma, the community committee put the zinc sheets back on the classroom roofs from their contribution.
  • FSC kept regular contact with Saferworld to review progress and solve problems quickly.

Support needed

FSC needs continued technical support and guidance from Saferworld to further build the capacity of local initiatives and keep implementation quality high. Support is also needed to improve coordination with local authorities and humanitarian actors, to make access to target areas safer, to strengthen communication and information sharing, and to find more flexible and cheaper ways of transferring money. FSC also needs support to resolve the Al-Nahda case.

Learning

Lessons learned and Adaptation

The main lessons from this period are:

  • Early involvement of local authorities, the Native Administration, community leaders and communities builds ownership, increases acceptance and makes access easier. Where leaders were involved from the start, as in Shagra and Sereif, communities chose their own priorities and formed committees to manage the results.
  • Training initiatives before they start improves the quality of their proposals and their compliance with technical and financial rules. However, some initiatives needed more follow-up and mentoring than expected. Support should continue throughout implementation and not stop after the first training.
  • Community committees are key to keeping results going. The hand pump committee in Sereif, the parents' committee in Shangil Tobaya, the school committee in Al-Kuma and the Shagra Community Council are now looking after what the grants built.
  • One rehabilitated space can serve many purposes. The literacy classroom in Al-Mawashi now hosts a kindergarten, health courses, handicrafts, stove making, English classes and a Quranic school.
  • Keeping grant money in a personal mobile money account is risky. The loss of SDG 4 million by Al-Nahda Initiative showed this, and it also damaged trust among members.
  • Lessons from CAG 1 helped FSC build wider networks in CAG 2. FSC used them to map stakeholders, join sectors and get recommendation letters.
  • Security and operational problems showed the need for flexible plans and close coordination with Saferworld, local authorities and communities to avoid delays.
  • Based on these lessons, FSC will strengthen technical support and regular monitoring of initiatives, involve stakeholders throughout planning and implementation, and improve its risk management and adaptive planning.
Sustainability

Exit Strategy and Sustainability

The exit strategy focused on making local initiatives and community structures strong enough to continue humanitarian, peacebuilding, protection and development work after the project ends. FSC trained and mentored the initiatives in project management, financial management and reporting, and linked them with local authorities, the Native Administration and community leaders.

Structures that will continue after the project

  • The Shagra Community Council, covering 9 villages and 1,127 households, manages the food grain mill, settles disputes and coordinates aid and returns.
  • The hand pump management committee in Sereif carries out regular maintenance so the water source keeps working.
  • The parents' committee at the Girls' Basic School in Shangil Tobaya and the community committee at Al-Farouq Primary School in Al-Kuma look after the rehabilitated classrooms.
  • The Community Women and Girls Protection Network in Kabkabiya (25 trained members, with an equipped office) and the community protection network set up by Al-Meraa Initiative will continue awareness, referral and response work.
  • Two farmers' and herders' cooperatives set up by Qaderon, each with 15 members (8 men and 7 women).
  • The Multipurpose Community Centre in Al-Mawashi, which now runs its own schedule of morning, daytime and evening activities.
  • Women's groups in Kutum and Kabkabiya that meet regularly to discuss FGM and child marriage.

Likely after-effects

The supported initiatives are in a better position to continue their work using the skills, knowledge and systems they gained. They were encouraged to mobilise local resources, build new partnerships and look for more funding. There are early signs of this: the Shagra Community Council recommended FSC to UNICEF, which led to an agreement to deliver hygiene kits to Shagra and Khartoum Jadeed. FSC's membership of the North Darfur Civil Society Network and other coordination groups, and its updated policies and manuals, will also help it continue supporting these communities.

Some results will need more support to last. The Al-Mawashi centre needs seating and more space, and the trust among Al-Nahda members needs to be rebuilt. Overall, the project laid a practical base for community-led work in humanitarian response, peacebuilding, protection and social cohesion beyond the project period.
