2026Final version – officially launched · November 2026
FSC first drafted its Strategic Vision 2026 – 2030 in January 2026. Through the year we kept testing that draft against what we heard from partners, donors and the communities we serve. In October 2026 three activities helped us review it, sharpen it and turn it into this final version:
The Sudan Unit of the Swedish International Development Cooperation Agency (Sida) invited FSC to a consultation session on Sweden's development strategy with Sudan for 2026 – 2031, held at the Embassy of Sweden in Kampala. The session gathered the views of partners on the goals and focus areas of the new strategy. It helped us make sure our vision speaks to the priorities of international development partners for Sudan in the coming years.
As the Norwegian Refugee Council (NRC) develops its 2027 – 2030 country strategy, it invited its partners to reflect on the current partnership, share feedback and agree together how to shape the partnership over the next four years. FSC took part with two participants, one at decision-making level and one from the team implementing our joint programme. From this workshop we took the guiding questions that shape this paper.
FSC ran an online training workshop, from 11:00 am to 3:00 pm Sudan time, for organisations and initiatives working in North Darfur on formulating a strategic vision and developing initiatives. Sharing our own vision with local partners was a real test of it, and it reminded us that our vision must also help the initiatives and organisations we work with to grow.
Drawing on these three activities, we reviewed and refined the vision. FSC now officially announces its Strategic Vision 2026 – 2030 as final and adopted. It will guide our work, our Strategic Plan and our partnerships up to 2030.
This paper sets out the Strategic Vision of the Future Stars Center for Development & Capacity Building (FSC) 2030. It comes from an honest look at our own story, from the day four young people in El Fasher had an idea, to today, when FSC is a registered national organisation in Sudan and Uganda with its own offices, systems and partners.
We borrowed the approach that the Norwegian Refugee Council (NRC) in Uganda used when it prepared its 2027 to 2030 country strategy during the meeting with its partners on 26 October 2026. NRC built its discussions around three simple questions: Where are we now? Where are we going? How do we get there? It used them to look back on its move during 2023 to 2026 from doing the work directly to supporting local partners to do it, and to see what it was doing well and what needed to get better.
We kept those three questions and added one more in front of them: Where did we start? The road FSC travelled during its last vision 2025 is the ground we stand on, and it holds lessons that will make our next steps steadier. So this paper has four parts:
Our vision: a leading regional network in humanitarian action, development and peacebuilding.
FSC did not start as a full organisation. It started with a simple idea and a lot of energy. Below we tell how it grew, stage by stage, because each stage gave us something we still depend on today. You can also follow this story on our website: FSC journey from Sudan to Uganda.
The idea came from a training workshop run by the Youth Centres Department of the Ministry of Youth and Sports in North Darfur, with support from UNICEF. Four young people, two men and two women, left that workshop believing the same thing: when young people serve their community on their own, or in loose groups, much of the effort is lost. They needed a proper, professional way to work together.
So, they started a youth initiative. It was not registered. It had no constitution and no general assembly. Its aim was to organise young people's volunteer work in a professional way instead of scattered efforts, and it ran entirely on its members' own time and money.
The initiative grew and was registered with the North Darfur Higher Council for Culture and Media. It now had a constitution and a general assembly. Its services spread across El Fasher town and the Al Salam, Abuja and Zamzam IDP camps, still run on self-help.
But at this stage we still had no written administrative, financial or programme policies, and no protection policy. That was our first big lesson: good intentions are not enough. Organised work needs written rules that everyone knows and follows.
Next, we became a youth organisation with a constitution, a general assembly, a board, an executive committee, and simple administrative and financial rules. We registered with the Humanitarian Aid Commission (HAC) in North Darfur.
With this structure our services grew step by step: from El Fasher and its camps to rural El Fasher (Korma Administrative Unit – Kobay areas), then to the 10 localities of North Darfur (El Fasher, Tawila, Kabkabiya, El Serief, Saraf Omra, Kutum, Al Waha, El Kuma, Kalamindo and Dar El Salam), and then to all five Darfur states (North, South, East, West and Central). All of this happened before the war broke out on 15 April 2023.
The war changed everything around us, but it did not stop our work. We registered FSC as a national organisation in both Sudan and Uganda. We kept working inside North Darfur, and we started working in Kampala and Kiryandongo in Uganda, where many Sudanese who fled the war now live.
During this time we built partnerships with organisations and supporters, including:
Some of the work from this stage: Humanitarian assistance in North Darfur (Sudan Humanitarian Fund), Countering Conflict-Fuelling Narratives, the Saferworld GAC02 project outcome report, and the North Darfur Feminist Movement.
Looking back, the thing we did best was to build patiently. FSC grew one step at a time and did not jump into stages it was not ready for. We also stayed close to people. Our work began in camps and neighbourhoods, and that earned us the trust of communities and kept the door open to reach them even in the hardest times. And from day one we stayed a youth-led organisation where young men and women work side by side.
There were also things we needed to do better. First, our systems and policies came later than our growth. We were spreading to new areas faster than our rules could keep up. Second, we relied for a long time on self-help and then on short projects, so some activities ended when the project ended. Third, the war showed us that we needed ready plans for managing risk and keeping work going in a crisis.
We collected the results and links from this period, using the outcome harvesting method, in FSC Online Links and Results 2021 to 2025.
Today FSC stands in a very different place from where it started. What began as an idea between four young people is now an organisation with offices, teams, systems and relationships. Here is what we have in our hands now, because this is what we will build on.
In North Darfur, Sudan, we have offices in Tawila and Kabkabiya, with full administration, finance, programme and protection functions. In Uganda we have an office in Kampala and an office in Kiryandongo (Bweyale). FSC has a good name and wide field access. We reach communities that many others find hard to reach.
FSC works under a constitution, clear structures, and a full set of policies, rules and manuals covering administration, finance, human resources, procurement, programmes and protection. You can read about our organisational and institutional framework and our structure and capability statement on our website. Our certificates and manuals for 2026 are kept together in one folder.
We also use electronic systems for financial management, human resources, report writing, documentation and archiving, and digital systems for case management, complaints and keeping beneficiary lists safe.
Examples include our PSEA referral form and the ICLA attendance form for legal information and counselling sessions.
FSC has wide relationships with communities, authorities and partner organisations. We hold memoranda of understanding and letters of recommendation from those we have worked with. We are registered on the UN Partner Portal, we hold the registration certificates and work permits we need, and we coordinate with the technical sectors where we work.
Today we are one of the refugee-led organisations partnering with NRC on its Information, Counselling and Legal Assistance (ICLA) project in Kampala, and we produced the project's NRC-ICLA digital legal guide.
We have a trained, qualified and specialised team working in Sudan and Uganda, and the office furniture and equipment our offices need to do their work.
FSC publishes an early warning newsletter and shares success stories and the conditions of the people we serve. We have a website and pages on Facebook, X (Twitter) and LinkedIn.
Some of our current published work: the Green Kiryandongo Initiative, the Green Kiryandongo Ecosystem, and our Multisectoral Needs Assessment Report on integrating the Sudanese community in Kiryandongo.
We are good at reaching people affected by war and displacement, and at working in Sudan and Uganda at the same time. We have more policies and systems in place than many national organisations of our size, and we are good at recording and sharing our work.
At the same time, many of our policies still need to move from paper into daily practice in every office. We need funding that lasts several years instead of short projects. We need to make our current offices stronger, with equipment and staff, before we grow. And we need to build our research skills so our programmes rest on clear evidence.
By 2030 we want FSC to be a leading regional network in humanitarian action, development and peacebuilding. To get there we have set five pillars, with seventeen key activities, nine offices in Sudan and Uganda, and four new regional branches.
This is the heart of the vision. It means moving from an organisation working in two countries to a network that links offices, partners and initiatives in several countries. It has five activities:
We will grow in three steps:
We will not try to do everything. We will focus. Under this pillar FSC will work in only three sectors: humanitarian aid, development and peacebuilding.
The groups we focus on: youth, women, and persons with disabilities.
The institutions we work with: communities, educational institutions and service institutions.
Research and knowledge: carry out research, studies and surveys, and use AI tools for analysis, documentation and planning in ways that protect people's privacy and dignity.
We want to stop depending on one source or one project. We will do this through three activities:
Our goal is safe and fast access to communities in active disaster zones, through a rapid response cycle of three steps:
The gap between where we are today and where we want to be in 2030 is not small. But we are not starting from zero. Our road to the vision is built on using what we achieved before, what we have now, and the opportunities around us. These are the paths we will take.
We will not open a new project or office as if we had no history. We will use our good name, our field access, our relationships and our existing policies. And we will make the most of the growing international support for localisation and for organisations led by refugees and local communities.
We will work to turn our offices, branches, partners and the initiatives we support into one network that shares knowledge and resources and speaks with one voice on the issues that matter to people in Sudan and its neighbours.
We will improve our existing administrative, financial, programme and protection structures and systems, and develop our digital and electronic assets, so that every office, old and new, works to the same standards. We will also make sure our written policies are really used in daily work.
We will look for multi-year, multi-sector partnerships with international organisations, UN agencies and donors, instead of short, separate projects. We will sign MoUs and technical agreements, run joint projects with partners, and open the way for investments and endowments as our own source of income.
We will develop and widen our local, regional and international networks and alliances, and take part in sector working groups and coordination platforms, so FSC has a presence and a voice where decisions are made.
We will improve and equip our current offices, train our staff and build their skills, bring in specialised staff, and work with academics and experts. The vision will only happen with a team able to carry it.
We will widen our geographic reach following the steps in Pillar 2, while staying focused on our three sectors and our chosen groups, and building our research so that our decisions and programmes rest on a real understanding of the situation.
We work in a hard environment: a war that is still going on, unsafe roads, shrinking humanitarian funding, and changing legal conditions in host countries. We will handle these challenges wisely. We will grow when conditions allow and slow down when the risks are high, and we will put the safety of our teams and the communities we serve first.
This vision will be turned into a Strategic Plan and yearly work plans for each office. We will review progress at the end of every year. In 2028 we will hold a mid-term review and ask ourselves the same four questions: Where did we start? Where are we now? Where are we going? How do we get there? In 2030 we will hold a final review that will become the base for our next vision.
Together towards a leading regional network in humanitarian action, development and peacebuilding.
